OneNote in the menu was missing and if i added it my felf it was grayed out. The solution to that was that he used the new "app version" of OneNote and not the older one. So I installed the full OneNote 2016 program separately (as it is not included in Office 365 anymore) and then the icon in Outlook worked again. Hope this can be helpful.
